JOB OPENING AND DESCRIPTION - 2009

A. POSITION: Project Engineer
B. REPORTS TO: General Manager and Chief Engineer
C. RESPONSIBILITY AND DUTIES:
1. Work with considerable independence at the direction of the General Manager and Chief Engineer.
2. Manage capital projects from inception through completion including research, design, preparation of Requests for Proposals and Bids, budgeting, selection of vendor, shop drawing review and construction.
3. Supervise the digitization, checking and updating of existing water system as-built drawings.
4. Prepare professional-quality engineering reports for review and approval by regulatory agencies.
5. Provide comprehensive design review of engineering plans and specifications prepared by professional consultants on behalf of the District and developers.
6. Exercise skill and judgment in performing all engineering and management functions related to the planning, design, construction and operation of a public water system as required by the District.
7. Provide professional inspection of construction work in progress.
8. Troubleshoot mechanical, electrical, computer and SCADA system problems as necessary.
D. QUALIFICATIONS:
1. Education: BS Degree in Civil Engineering or Environmental Engineering.
2. Registrations: Engineer in Training, required; Professional Engineer, preferred.
3. Professional Skills:
a. Proficient in general civil engineering and water works engineering.
b. Proven ability to organize and manage projects.
c. Knowledgeable in pipeline construction, hydraulics, mechanics and plumbing,
d. Proficient in electrical systems, controls, and SCADA systems.
e. Proficient in MS Office and Auto CAD
f. Proficient in surveying techniques, reading and interpreting engineering drawings and performing routine hand drafting.
g. Ability to effectively communicate orally and in writing.
h. Ability to follow oral and /or written instructions and work independently.
i. Ability to make decisions and develop solutions in accordance with District policies, procedures, rules and regulations, precedents and accepted engineering practices.
j. Ability to interact in a professional and pleasant manner with supervisors, employees, customers, contractors, regulators and governmental agencies.
k. Ability to supervise other employees.
4. Experience:
a. A minimum of three to four years of engineering experience working in the Civil Engineering field, required.
b. Experience in water supply engineering or operations, preferred.
5. Physical Fitness:
a. Pass complete pre-employment physical and controlled substance testing.
b. Meet physical fitness requirements (attached).
c. Free of controlled substances prior to and during employment.
6. Personal: Self Starter, resourceful, proactive, dedicated, reliable, trustworthy.
E. WORKING CONDITIONS:
1. Hours: 40 hour week, 8:00 a.m. to 4:30 p.m.; flexible
2. Lunch: 12:00 p.m. to 12:30 p.m., delayed at times; eat on job site at times.
3. Break: 10 minutes in a.m., 10 minutes in p.m., in field or office depending on assignment.
4. Overtime: Occasional overtime required, compensated by time off.
5. Periodic hours of outside work in all seasons and weather.
6. Maintain valid driver’s license and safe driving record.
7. Must have own transportation for performance of duties with IRS mileage reimbursement by District.
8. Considerable amount of climbing in and out of driver's seat.
9. Periodic climbing into and out of trenches, below grade pits to inspect pipelines and equipment.
10. No smoking on District property or in District vehicles.
11. Office Conditions:
a. Natural gas fueled hot air furnace zoned throughout the office building.
b. Air conditioning zoned throughout the office building.
c. Standard, energy efficient office lighting.
d. Single stall men's uni-sex handicap restroom and single stall women's restroom.
e. Concrete slab on grade, cinder block construction; drafty.
F. COMPENSATION:
1. Salaried: $50,000 per year.
2. Competitive fringe benefits package (see attached summary).
3. Twelve month probationary period.
4. Non-tenured position.

Pension: Simplified Employee Pension Plan (SEPP) – Contribution by District, over and above compensation, in an amount equal to 10% of total compensation to employee directed SEPP, untaxed (similar to IRA). 100% vesting.
Merit Pay: After one full calendar year of service and with “Exceeds Requirements” annual performance assessment employee is eligible for lump sum Merit Pay up to 8% of annual base pay predicated on policy requirements.
Sick Days: Ten per year, cumulative to 100 days. Payment for unused sick days at 25% upon leaving employ of District.

MINIMUM PHYSICAL REQUIREMENTS
for
FULL TIME ENGINEER
1. Lift 50 pounds unassisted without injury.
2. Enter and exit under own power and work-in underground confined spaces or pits for up to one-half hour.
3. Sit for extended periods of time in performing duties including extended periods of time working at a computer work station.
4. Walk and stand on uneven ground at construction sites for extended periods of time for meetings and inspections; enter supported and unsupported trenches using ladder to inspect construction.
5. Drive to and from job sites, day and night, all weather conditions.
6. Work for extended periods around noisy machinery and equipment.
7. Work nights, out of doors, performing engineering evaluations with only natural or limited lighting.
8. Report for emergencies from a sound sleep during the night.
9. Work indoors in office environment as described in job description.
